A
UN report has shown that more than 65 million people were forced to
leave their home countries last year, becoming refugees due to deadly
conflict. The top nations from which refugees fled have one thing in common, they were all targets of US intervention.


A United Nations report has shed light on the world’s burgeoning crisis
of displaced peoples, finding that a record 65.6 million were forced to
vacate their homes in 2016 alone. More than half of them were minors.


The Office of the UN High Commissioner for Refugees (UNHCR), which
drafted the report, put the figure into perspective, stating that
increasing conflict and persecution worldwide have led to “one person
being displaced every three seconds – less than the time it takes to
read this sentence.”

UN High Commissioner Filippo Grandi called
the figure “unacceptable” and called for “solidarity and a common
purpose in preventing and resolving the crisis.”

However, what
the UN report failed to mention was the role of U.S. foreign
intervention, indirect or direct, in fomenting the conflicts responsible
for producing most of the world’s refugees.

According to the
report, three of the nations producing the highest number of refugees
are Syria (12 million refugees created in 2016), Afghanistan (4.7
million) and Iraq (4.2 million).

The global reach of the Islamic State through the use of the internet
remains “largely intact” despite relentless efforts by some of America’s
most advanced cyber warfare experts to neutralize the group’s online
presence. It is now over a year since the United States Department of
Defense announced that it had launched a cyber war against the Islamic
State —the militant Sunni Muslim group that today controls large parts
of Syria and Iraq.


 


At that time, the Pentagon’s Cyber Command (USCYBERCOM), put in
motion plans that included the deployment of computer viruses,
denial-of-service attacks and other cyber weapons against computers,
internet servers and cell phone networks belonging to the Islamic State.
As intelNews wrote
at the time, the idea behind the plan was that an all-out online war
against the Sunni militant group would hurt its public image and prevent
it from launching armed attacks against targets abroad. Additionally,
the Pentagon aimed to disrupt the Islamic State’s ability to recruit new
members online, to spread its propaganda and to coordinate operations
through the use of encrypted communications.

Politicizing security puts citizens at risk. The Catalan police
force, the Mossos d’Esquadra, should have access to Europol databases
and forums just like any other competent security authority in Europe,
said the president of Eurocop, Àngels Bosch, in an interview with the
CNA. Following the outrage in Catalonia that the Basque police force,
Ertzaitza, was granted access to Europol by the Spanish government while
the Mossos were kept out, the European police union leader said this
can “compromise” Europe’s security. “A lack of commitment between
different security forces, a lack of coordination, or subpar
communication and exchange of information can compromise the whole
European area,” she explained.




Mossos d’Esquadra agents are the “competent” police force in
Catalonia, including in the fight against terrorism and organized crime.
“Europol should be able to maintain direct contact with every competent
authority on security in every member state,” said Àngels Bosch, who is
also vice secretary general of the police union in Catalonia. In fact,
the European police union has “lobbied for years” to achieve this, she
said.


“A large part of the border territory between Spain and France is in
Catalonia, and the Mossos d’Esquadra, the Catalan police, is the
competent authority, so it’s only normal that it have access to Europol
forums,” the union leader added. According to Bosch, agents “do not
understand” why the Mossos and the Basque police are treated differently
when it comes to accessing Europol information.

Constitutional Court rules against ‘Foreign Affairs’ designation of Catalan ministry but endorses external action

 

The Constitutional Court (TC) nullified the designation ‘Foreign
Affairs’ for Raül Romeva’s ministry on Wednesday , but endorsed the
Catalan government’s activities abroad, as long as they “do not infringe
State powers”. By nullifying the designation, which in fact is no
longer used, the court upheld only part of the the Spanish government’s
appeal against the denomination as well as certain powers of the Catalan
foreign affairs ministry. The magistrates ruled that the Catalan
government “can carry out activities of external projection, whenever
derived from its powers and for the promotion of its interests, and
always respecting the powers that the Constitution reserves exclusively
for the State in the area of external relations.” In other words, as
long as the Catalan government’s activities abroad do not clash with
state foreign policy.




The ruling is in line with the same doctrine the court used when
deliberating on the State’s appeal against the Law 16/2014 of exterior
action and relations with the Europe Union. Back then, the
Constitutional Court ratified the capacity of the government to take
action abroad as long as it respected the exclusive powers of the State
over foreign policy. Wednesday’s ruling –which passed unanimously-
justified the nullification of the term ‘Foreign Affairs’ because “it is
identical to that of the State”, which “can cause confusion and lead to
interference in the direction and execution of Spanish foreign policy”.
However, the Catalan government had already changed the name of the
ministry so as to avoid this conflict with Madrid.


With this ruling the Constitutional Court accepts only part of the
Spanish government’s appeal against the decree of the “establishment,
designation and area of powers” of the Ministry of Institutional Affairs
and Relations and Exterior and Transparency, which was initially called
the Ministry for Foreign Affairs, Institutional Relations and
Transparency.

The Catalan government expressed outcry after the Spanish executive
granted the Basque police, Ertzaintza, access to the Europol database
while excluding the Catalan police, the Mossos d’Esquadra. Spanish and
Basque officials came to an agreement about the matter in a security
coordination meeting, which also generated uneasiness in Catalonia, as
its executive has called for a similar bilateral meeting for years. The
last one between Madrid and Barcelona was held back in 2009, although
the Spanish government had committed to holding one on a yearly basis.




Catalan Minister of Home Affairs Jordi Jané stated that “the
bilateral security coordination meeting in the Basque country has been
held while calls and letters from Catalonia are not answered”. “Why, if
not for political reasons?,” he wondered. Jané warned that the country
shares a border with France and “in a few hours a French terrorist can
be in the Empordà,” in northern Catalonia.


Spain’s Secretary of Home Affairs José Antonio Nieto said the
bilateral security coordination meeting will only be called in an
“atmosphere of agreement and trust” between the Spanish and Catalan
executives. Nieto also suggested this is unlikely as long as members of
the Catalan government try to “deliberately violate” the law by calling
an independence referendum.

A Catalan government minister is to end up in court for buying ballot
boxes. Catalonia’s Supreme Court (TSJC) notified the Catalan Minister
for Public Administrations Meritxell Borràs that it has admitted the
complaint filed against her for the purchase of ballot boxes for use in
the October 1 referendum. This is the latest in a series of court cases
against pro-independence officials, following the prosecution of the
Catalan Parliament President Carme Forcadell and former Catalan
President Artur Mas, who was banned from office for organizing a
symbolic vote on independence in 2014. “We will keep going forward,”
said the spokeswoman of the executive, Neus Munté, after the legal
challenge against the purchase of the ballot boxes was confirmed.




A High Court representative went to the Catalan Government
headquarters in Barcelona on Tuesday during the weekly Executive Council
meeting to personally notify the Catalan minister of the complaint.
Borràs signed the required documents along with the Catalan President
Carles Puigdemont, Vice President Oriol Junqueras, and the rest of the
executive’s members. Catalonia’s public prosecutor presented the
complaint against Borràs and her former number two, Francesc Esteve, on
May 16, following orders from Spanish Public Prosecutor José Manuel
Maza.


Two companies are bidding to supply the 8,000 ballot boxes needed for
the independence referendum. Each of them has made an offer to the
government, which now has to take a decision. The interested companies
had to submit a tender to be approved and present their offer to supply
the ballot boxes. However, as the judicial complaint had already been
presented, the contracting board overseeing the process decided to
include four members of the government rather than civil servants so as
to avoid putting public workers at risk.
